What needs to be known when organizing outdoor work in cold weather?

Working outdoors during winter creates additional challenges for employee health and safety. Cold affects not only comfort, but also performance, reaction time and the risk of accidents. The employer is responsible for assessing the situation and ensuring that work is organised safely, even under demanding weather conditions.

According to recommendations from the Norwegian Labour Inspection Authority, the employer must ensure:

👉 Appropriate clothing and protection against cold - employees must be provided with warm clothing that protects against wind and moisture. If standard workwear does not provide sufficient protection, the employer must provide additional personal protective equipment.

👉 Possibility to warm up and take breaks - access to heated rest areas or other warm facilities must be ensured. In cold conditions, more frequent or longer breaks may be necessary.

👉 Adapted work organisation - work tasks, working hours and organisation must be adjusted to weather conditions. This may include reduced pace and productivity expectations when cold temperatures affect employees’ capacity to work.

👉 Additional measures to prevent accidents - cold weather may affect machinery, tools and technical systems. Preventive measures must therefore be implemented to reduce the risk of errors, malfunctions and hazardous situations.

👉 Management of slip and injury risks - snow and ice increase the risk of slips, falls and other injuries. Preventive measures must be implemented both at workplaces and in access areas.

It is crucial to note that Norwegian legislation does not define specific temperature limits for outdoor work. In each case, an overall risk assessment must be carried out, considering temperature, wind, humidity, type of work, duration of exposure and opportunities to warm up. In some companies, work is stopped at very low temperatures - this is not a general legal requirement, but a decision based on internal risk assessment.
