From 1 January 2026 – clearer requirements for the psychosocial work environment in Norway

The Norwegian Labour Inspection Authority (Arbeidstilsynet) informs that amendments to the Working Environment Act will come into force from 1 January 2026, clarifying employers’ responsibility for the psychosocial work environment.

The aim of these changes is to help employers better understand how work should be organised to ensure a safe, healthy and suitable working environment for employees – not only physically, but also psychosocially. ✅

🔍 Who is this particularly relevant for?

These changes are especially important for sectors where employees experience:

  • high work pace and heavy workload,
  • constant interaction with customers or clients,
  • emotional strain and stress.

This is particularly relevant for construction, cleaning, service and customer-oriented industries.

What will change from 2026?

1) The psychosocial work environment is clearly anchored in legislation
The requirement to ensure a proper working environment now explicitly includes psychosocial factors. This is no longer merely a recommendation, but a legal obligation for employers.

2) Specific psychosocial risk factors are defined
Employers must take into account factors such as:

  • unclear or conflicting demands at work,
  • emotional challenges related to interaction with people,
  • excessive workload or time pressure,
  • lack of support from managers or colleagues.

3) Employer responsibility becomes clearer
Although the duty to ensure a proper working environment already existed, the legal framework is now more explicit. Failure to assess or address psychosocial risks may therefore be considered a violation of legislation.
